Direct answer: ChatGPT Ads began rolling out in the Philippines on September 23, 2026. Philippine businesses can register interest, and eligible advertisers can use self-service Ads Manager. That does not mean every account has immediate access, every targeting option is available, or there is one public minimum budget for all advertisers.

Start by checking account eligibility. If access is available, build one tightly scoped campaign with a real landing page, geographic targeting, a conversion event, and a budget you can afford to learn from. Do not treat ChatGPT Ads as ordinary search ads with a different logo.

Availability is not the same as guaranteed access. OpenAI says the channel is rolling out in the Philippines and that self-service is available to eligible businesses. Account status, reviews, supported locations, inventory, and individual features can still limit delivery.

What launched in the Philippines

OpenAI announced a Southeast Asia expansion covering Indonesia, Malaysia, the Philippines, Singapore, Thailand, Vietnam, and Taiwan. The company described ChatGPT Ads as a channel for reaching people while they explore goals and evaluate options in conversation.

Advertisers may access the channel through OpenAI's advertising team, agency or technology partners, or self-service Ads Manager when eligible. The expansion announcement does not publish a universal Philippine minimum spend, guaranteed approval time, or fixed cost per click.

Philippine launch offer observed September 24: the official signup page showed new ChatGPT Ads advertisers an offer to receive ₱5,000 in ad credit after spending ₱5,000 when they sign up before September 30. This is a limited matched-credit promotion, not a permanent price or a promise that every account qualifies. Check the banner and offer terms in Ads Manager before committing the budget.

ChatGPT Ads are also separate from Sponsored Agents. OpenAI describes Sponsored Agents as a test with selected US advertisers. A Philippine Ads Manager account should not be presented as access to that experimental format unless the account explicitly shows it.

For a business, the important change is access to another paid discovery surface while a potential customer is comparing options or trying to solve a problem. A click is not a lead. Preserve campaign and ad IDs in the landing-page URL, record the actual enquiry or purchase, and compare qualified outcomes with spend. High conversational relevance does not remove the need for attribution.
